Pro-union parties 'close to deal'

The pro-union parties are close to a "breakthrough moment" on more powers for Scotland following the independence referendum, according to Liberal Democrat leader Willie Rennie. The Lib Dems, the Conservatives and Labour are moving towards consensus on the country's future in the event of a no vote in 2014, Mr Rennie will tell his party's conference in Dundee. In a speech calling for people to look beyond the referendum, he will say: "Our plan for Home Rule in a federal UK is gathering support, from Reform Scotland to the Devo More plan of the IPPR. "Labour's commission reports back soon, it shows we are making progress. And Ruth Davidson has spoken of a federal solution. This shows how close we are to a breakthrough moment." Mr Rennie has already called for the SNP to join the consensus if people vote to stay in the union. Story continues ADVERTISEMENT He will also use today's speech to repeat calls for more investment in early education for two-year-olds. "I want an enduring, long term economy that lives within the constraints of our environment and resources," he said. "It's an economy in which everyone gets the chance to contribute, to participate and enjoy the fruits of a sustainable future. "It's why it is so important to invest in education for two-year-olds to give families the chance to break the cycle of poverty. "So that 24,000 Scottish mothers of young children can go out and earn for their family knowing their children are getting the best start in life."
